Are you perhaps using AdminExile (or equivalent) where it is expecting a code appended to the administrator URL like /administrator/index.php?somesecretcodehere.
Only the URL with that code will let you access the administrator. The default behaviour of not providing it, is redirection to the front-end of the site. (some extensions like this may provide means to redirect to a "503" error page or a different site altogether).
There is a version of Michael Richey's Admin Exile on the JED (https://extensions.joomla.org/extension/admin-exile/)but other security extensions have the same function such as Akeeba's Admin Tools.
So yes, please provide the FPA report which will tell us what (if any) security extension you are using.
